Water for All: Conserve, Value, Enjoy

[Sponsored live blogging]

Today, I was given the privilege of witnessing the contract signing between PUB with Black & Veatch and AECOM - a joint venture to extend multi-billion-dollar used-water 'super highway' at the Singapore International Water Week 2014!

DEEP TUNNEL SEWERAGE SYSTEM PHASE 2 & INTEGRATED WASTE MANAGEMENT FACILITY

A super highway for used water management, the DEEP Tunnel Sewerage System (DTSS) was conceived in the 1990s as a long-term solution for Singapore's used water collection, treatment, reclamation and disposal needs.

Phase 1 of the DTSS, comprising the 48km long North and Spur Tunnels, the associated 60km of link sewers, the Changi WRP and outfall, was completed in 2008. A NEWater factory, located on the rooftop of the Changi WRP, was built in 2010 to facilitate large-scale water recycling.

DTSS Phase 2 will extend the deep tunnel system with a 30km long South Tunnel and the associated 70km of link sewer to cover the western part of Singapore, including the downtown area and major upcoming developments.
Once Phase 2 is in place, the existing conventional WRPs at Ulu Pandan and Jurong, as well as intermediate pumping stations, will be progressively phased out and the land freed up for higher value development.

This entire DTSS will result in a 50% reduction in land taken by used-water infrastructure.
The DTSS is a more cost-effective solution than renewing and expanding the legacy of used water infrastructure.

"For a densely populated city sate with limited land, the DTSS is a more strategic solution than simply renewing and expanding the existing used water infrastructure. DTSS is the backbone of NEWater production, through which we have short-circuited the natural water cycle to produce high-grade reclaimed water on a scale unprecedented anywhere in the world. The expansion of DTSS signifies a key milestone achieved through Singapore's long-term vision and sound water policies to ensure its water sustainability", said Mr Chew men Leong, Chief Executive, PUB.

DEVELOPMENT OF THE INTEGRATED WASTE MANAGEMENT FACILITY (IWMF)

Concurrently, NEA is also looking into the development of an Integrated Waste Management Facility (IWMF) as part of its long-term plan to meet Singapore's future waste disposal needs.

The IWMF would comprise proven waste treatment solutions that would be able to achieve the following broad objectives:
  • Minimisation of environment impact
  • Maximisation of resource and energy recovery from waste
  • Minimisation of land footprint and
  • Maximisation of process and engineering synergies with Tuas WRP

Co-Location of IWMF with Tuas WRP

To harness the potential synergies of integrating used water and solid waste treatment while optimizing land use, NEA's IWMF would be co-locating with the Tuas WRP.

Examples of potential synergies that can be harnessed from the co-location of IWMF and Tuas WRP include:
  • Extracting energy from food waste via co-digestion with sewage sludge to produce higher quantities of biogas and generate more electricity
  • Treatment of digested food waste and sewage sludge
  • Supply of electricity from the IWMF to Tuas WRP to lower the costs of used water treatment and NEWater production and
  • Supply of treated used water from the Tuas WRP to IWMF for cooling and washing pruposes to derive higher plant efficiency and keep waste disposal costs affordable.

Water for All: Conserve, Value, Enjoy
PUB has ensured a diversified and sustainable supply of water for Singapore with the Four National Taps (local catchment water, imported water, NEWater, desalinated water).

To provide water for all, PUB calls on all to play our part to conserve water, keep our water catchments and waterways clean and build a relationship with water so we can enjoy our water resources. If we all play our part, we can have enough water for all our needs - for industry, for living, for life.
